     FD 2      History of Fire District 2     FD 2

The Fire Department began at a Civic Club meeting in the spring of 1976 and was incorporated into Lakeview Volunteer Fire Department in October 1976. The first fire station consisted of a 24'X30' building that was constructed in one day by residents of the community. We obtained our first fire truck, a 1951 Seagraves, at this time. In 1977, the second fire truck was purchased. A Central Fire Station was constructed in 1978. From that period until 1983, Lakeview Volunteers continued to serve the community with adequate fire protection. Always updating equipment as funds were available.

As demands for operations and medical services increased, it became obvious that permanent funding had to be established. In 1983, the Board of the Lakeview Volunteer Fire Department voted to establish a fire district to meet the growing demands of the community. The people of the community voted to create Caddo Parish Fire District 2 and approved the necessary funding by 84% of the votes. This included a $201,000 bond proposal for bond equipment and a 10 mill operations tax.

Again in 1993 the voters approved a 10 mill operating tax and a $75.00 service charge. This enabled our Fire District to be manned 24 hours a day.

In January 2003, the voters renewed the departments Maintenance and Operations and increased the Service Charge to $100.00 per year and approved a $500,000.00 Bond Issue for capital improvements.

Caddo Parish Fire District 2 received a Grant from the State of Louisiana to build the fire bays of the new Central Station at 4305 North Lakeshore Drive. Phase I has been completed and the construction of Phase 11 is now in progress.

On July 8, 2004, Caddo Parish Fire District 2 received a FEMA Fire Act Grant of $189,342.00 for operations and fire fighter safety.

EQUIPMENT

At the present time, Caddo Parish Fire District 2 operates two fire stations, one at 3324 Lorraine Street and one at 2801 Lakeview Road, Shreveport. When the new station is completed at 4305 North Lakeshore Drive, we will operate out of one central fire station.

Two Medical Units

One Grass Truck

One Fire Chief Unit

These units allow Caddo Parish Fire District 2 to arrive on a fire scene carrying 6,250 gallons of water.

AREA COVERAGE

Caddo Parish Fire District 2 covers an area of twenty-two (22) square miles with approximately 2,235 households and twenty-six businesses.

SERVICE RATING

In 1996, the Louisiana Insurance Rating Commission rated Fire District 2 and lowered our fire rating from a Class 8 to a Class 5.

STATISTICS

Our yearly calls are in excess of 325 calls per year and approximately 85% of these are medical calls.

All full time personnel are Fire Fighter One and EMT qualified.

We have fourteen (14) volunteer fire fighters.

Balentine Ambulance Company serves Fire District 2's area.

Emergency helicopter services is provided by Life Air Rescue.

Caddo Parish Fire District Two has mutual aid agreements with all of the Fire Districts in Caddo Parish, the City of Shreveport's Fire Department and Barksdale Air Force Base. Fire District One is dispatched for mutual aid assistance on all reports of a structural fire in our District.

BOARD OF COMMISSIONERS

The governing authority of Caddo Parish Fire District 2 is composed of a five (5) member Board of Commissioners. The Board Members are appointed by the Caddo Parish Commission. Although the law allows these commissioners to be compensated in the amount of $60.00 per meeting, the Board of Commissioners of Caddo Parish Fire District 2 have elected to serve the community without compensation, since the inception of the District. This results in a savings of $3,600.00 yearly. Through 2003, this has been a total savings of $68,400 to the tax payers of our District.

Board Members are: Gerald Fussell, Darlene Hall, Harry Lowery, T. C. Page and Donald Smith.

James Graves serves as legal counsel and Pat Robinson is the District's bookkeeper.
