NOTICE IS HEREBY GIVEN that the Caddo Parish Communications District Number One (District) is seeking proposals for the replacement of wideband pagers that will meet the Federal Communications Commission’s (FCC) mandated narrowbanding of the District’s VHF Paging frequency.

The District is using BidSync to allow for the electronic submission of bids. If the vendor or contractor chooses to submit an electronic bid, vendor will have to register with BidSync. Written instructions necessary to use the electronic bidding service and for the electronic submission of bids are provided at the BidSync website at http://www.bidsync.com or by calling 1-800-990-9339.

All Proposers must complete and sign the Louisiana Uniform Public Work Bid Form whether submitting the bid electronically or if submitting a paper bid. If submitting a paper bid, the bidder must record his bid in ink and prices written in words and figures. The total bid amount must be written in the proper places on the proposal form. If bidder chooses to submit bid electronically, the form can be accessed online through BidSync.com.

At the time of Proposal submission, whether electronically or by paper, the Proposer shall furnish a bid guarantee in the form of a Cashier’s Check, Certified Check, Surety Bond, Treasurer’s Check, or Bank Draft made payable to the Caddo Parish Communications District Number One in the amount of five (5%) percent of the total Bid price. If a surety bond is utilized, such bond shall be issued from a reliable surety company licensed to do business in the State of Louisiana and acceptable to the District. The Bid Bond Form must be used if guarantee is in the form of a bid bond.

Proposals are due by Thursday, March 1, 2012 at 3:00 p.m. CST. If proposer chooses to submit a paper proposal to the District, the proposer must submit four (4) copies of the bids, and the bids must be received by the District Thursday, March 1, 2012 by at 3:00 p.m. CST. All copies of the proposals must be under sealed envelope, clearly marked as “RFP 022012-001” Caddo Parish Communications District VHF Pager Replacement”.

Copies of the Request for Proposals (RFP) can be obtained from the Administrative Offices of the Caddo Parish 9-1-1 Communications District, which is located at 1144 Texas Avenue, Shreveport, Louisiana 71101, during the office hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Also, interested parties can download an electronic copy of the RFP with Addendum 1 in PDF format from Pager Bids.
